My parrotlet plucked as well - but we slowly resolved that.
A change in the environment is one of the things that can contribute to plucking.
Boredom, hormones, illness, species are others...
Moving the bird back to the old location may help. Ensuring the bird gets 10-12 hours of sleep each night. Engaging in lots of exercise (flight preferred). Lots of toys, especially foraging toys. And that vet check.
Some of the interventions include little "birdy vests" and bird "bitter apple" spray (I don't recommend it though!). A wholistic approaches include camomile tea and a balanced diet. And there are several types of suppliments (eg. avicalm).
Unfortunately parrotlets are known pluckers (the species thing). So... We have to hope that they grow out of it (feathers may never be the same - but it can get better).
