Still looking for a B&G in Ohio

I would like your opinion on this. Most rescues are asking $350. to adopt which normally includes vet check and dna. Is it unreasonable to ask a private owner to agree to this fee (even if without vet papers and a dna?). Some ask more because cage and toys are included but I already have all that as well. I am always thinking if they really care about the bird that will not be an issue. Finding a good home would be the priority. Am I off on this?

I know any adoptions will be quite a bit in the future (they still don't have all the birds out of that house yet), but praying the owner never gets any of them back. Since the owner is dying, and the shape the place and birds are in, I'm seriously doubting they'll not adopt them out eventually.
