There's also a possibility of him being allergic to something he is eating or to something within his current environment.
When you add things into the diet, don't forget grains, legumes and some sprouted seed, too!

If his plucking is diet related it will take a while but pretty much take care of itself after a few months of a healthy diet.
If his plucking is more emotional in nature you'll have to see if being in a home with a regular routine and feeling safe and secure is enough to allow him to give up the habit.
If he is plucking because he is frustrated and is strongly human bonded, you may need to take special care not to pet him and mislead him into thinking either of you want to be his mate.
