Any bird going from a familiar place to an unfamiliar one can be scared and feel vulnerable. Parrots are flock creatures, so most often feel secure in a flock situation. If he's not sick, then he just may need more time to settle in. Gratz on bringing the little one home!

That's what I assumed but I just wanted to make sure. And thank you, Pele really is everything I wanted in a bird.
Do you think it would be a good idea to get another budgie for company? The only thing I worry about with doing that is not having them both be tame and he probably wouldn't mimic people right? But he just makes me go "Awww :(" sometimes because whenever he hears a bird outside he perks up and looks out the window.

getting another budgie is ideal in my opinion: they really do prefer the company of their own. plus, it really isn't that much more difficult to "tame" in pairs: just work with them individually.
lastly, if/when you get another budgie, please remember to quarantine!
Spread the word. Change the destiny of billions of helpless animals.
