My cockatiels won't eat out of my hand

It's not like they're untamed, they can step up (their previous owner taught them that, I think) and they let you touch them and all. Anyone got a suggestion on how I can get them to eat out of my hand? Thank you!

This is all that you need, actually. You have to be able to deliver a reward for positive reinforcement to work, but there's no requirement that the bird has to take it from your hand.
As soon as i put the treat down on some sort of surface they'll happily have it but otherwise they refuse.
But it's just plain nice having a bird eat from your hand. You might be able to teach them to do it this way: whenever you approach the cage, drop a small treat inside and make sure they see you do it. They'll start thinking it's treat time whenever you approach. Then, instead of dropping the treat inside, hold it up to the cage so the nearest bird can easily reach it through the bars. If they're nervous about taking food from your fingers, having bars between you will make it seem less scary. Then work up to having them take the food without bars between you.
