clicker training with him and he has gotten down the "targeting". Sometimes he won't step up at all and if I
have him step up on a perch or something he will run to the end of it & bite me. It's kind of frustrating but,
we've been working everyday although, I feel like i'm doing something wrong.

This may be the same as getting him to step up. Either he's not ready to step up or he doesn't know how to, and forcing him to do so is only causing him to be angry so he's biting you.
Take several steps back and try to learn to read *his* body language. Try to learn what he's trying to tell you, and then work with him. If you can, don't put him in a situation that will result in biting. Once you can better understand him, you may have a better time training him.

Anytime he gives he reaction your looking for, reward him. Also clicker training is very very helpful. Iv seen it work on the most aggressive/scared bird. Don't push him. Because it will set you further back.
You job is to make him comfortable.
Thankyou so much for my WONDERFUL sig macawpower58!!
