Are my cockatiels plucking??

I just went near my cockatiels cage......and was horrified!!!!! But further close glances showed that a lot of water was spilled on the floor.....and my cockatiels are having a lot of fun...
By looking at the pics.....does it look like they are plucking??
or is this just a result of them being in the water for some time??

That's why when i come back from school everyday i see a lot of water spilled on the floor.....their water bowl empty and they are having a lot of fun....but by the time i reach home they are dry so i couldn't ever catch them red handed!!!!
Also.....i'm getting an alexandrine parakeet...sometime in the next or the next to next week.
I couldn't find much info on them.....but all there is ...it's neither as widespread nor as detailed as the info on cockatiels i found on the net....
Is ther something special about them except that they are not primarily seed eaters???

There's a lot more info about indian ringnecks than alex's, but you can still find info. Alex's tend to be larger, louder and more stuborn birds, but raised right and in the right environment, they can be great pets. I don't find that ringnecks tend to be very hands on and cuddly as cockatiels may be, although I know there are some out there that love physical interaction more than the tiels! May just depend on their upbringing.

Also....i have a cage for the alex.It will be the same size of my cockatiel's cage(the outdoor flight) .In case you don't remember....it had 2 floors and i'm keeping the alex on the "ground floor". It's 4x3x3 .But i'm planning to keep him as a pet and building 2 playgyms and one t stand for him.When i will be at school....he'll be in the outdoor cage....and when i'm back he'll be on the playgyms and playing with me.....is this at all possible???
And could you post some links on info and food toys etc. for alexandrines???
Any help would be greatly appreciated...
