RPO and coconut oil are good for their skin, beak, feathers and eyes, among other things. Is it a miracle cure all? No. Can it help? Yes. Will it help? No way to know for sure without trying it.
If you have birds with dry skin, vitamin A deficiency, or feather issues then it may be worth it to give it a shot. It doesn't mean it'll help a plucker, unless a plucker is suffering from itchy/dry skin and not another medical/behavioral problem. That said, there are other methods to help a bird with dry skin - starting with a good diet and bathes, maybe even a humidifier.

I know this is completely different topic but I am wondering if anyone knows things like tags on birds foot? My conures have tags on their feet and I am curious to know where they came from and how old are they?
One tag is: RWE TX B 609
I assume the TX means from texas. I think it means Rainbow World Exotics from texas? Which I am not to happy to find out my bird came from their but oh well I still love her!! But it shows know date of birth?
Another tag is: BKR AR 163. So I assume from Arkansas? But not sure what breeder? Or also what is the date?
the last tag is: GRB CA 08 221. Which I believe means from California? and he was born in 2008? But again I don't know the breeder GRB? If anyone has any clue on how to find out the info that would be great. I would like to know how old they are and what breeders they came from.
Also another random thought is that I have been cutting down a lot of Laurel Sumac and I have heard that "some" sumac is poisonous to birds and others is not so if anyone knows if this particular type if posioinous or not I would like to know if they can chew it up or not?

Hmmm.... I wonder who is the CA breeder. I have searched for awhile cannot find them?

If your breeder is listed, you might be able to find them here... (there were two previous sites that had a lot of information about leg bands on them, but have since been closed down)

I don't know if the proper kind of palms grow in southern California, since I do not feed palm nuts nor do I know what kind grow there.
Here's a couple of places though that may have them...
