There may be nothing wrong with him. I am unaware of any health issues with the feet changing color, although you can always ask an a-vet to be sure.
I do recall another male eclectus that, not only did the pigment of his feet change color (if I'm recalling right), but so did his feathers. He went from a normal green male to a brightly colored yellow male, and through all the testing that was done, everything came back normal!
