build an aviary?

I want it to be able to withstand being out-of-doors for many years in Michigan weather (including winters), and put up with years (hopefully) of determined bird-chewing.
What things can I make this aviary out of that will be safe for the bird and easy enough to build?

Frame? Anything you want that's bird safe! Car port, PVC, wood, or no frame at all.
Just recently saw Nyla of Birdie Buddy and she has designed a lot of great and wonderful cages for people! She can help you figure out what you need and tell you all the supplies you'll need to set the cage up yourself! Likewise, she'll even fly out to your house to build it for you! (Assuming you live in the USA) I don't know what she charges, though.
You can also buy aviary design plans which will help you get what you need for the aviaries...
Or you can buy pre-fabricated aviaries... a couple of these companies include Corners Limited, KW Cages and Cage Works. Some companies, such as Centurion Cage & Aviaries (among others) also sell walk in aviaries.
So there are a lot of options out there!
