I would set up an interesting place for him to play outside his cage and just talk to him while hes busy there. He will learn that you want to take him somewhere fun when you pick him up.

You should give him weeks to observe you, the room he's caged in, the pictures on the wall, Skittles, the windows and what goes on outside, other people and pets in the household, etc. He needs to understand your routine and behavior and learn that he can trust you.
If you keep reaching in his cage and grabbing him, instead of servicing his cage, talking softly and move slowly, why would he think he can trust you?
The relationship you will have with this bird will depend entirely on you. Please consider giving him a few weeks to just relax.
