Problem with Jake....

Another problem we've noticed is we have 2 cats, one of the cats will sit beside the cage all day long, and it seems that Jake has taken an affection to the cat. We have had them out in the same room. This happened the first time by accident, we normally close the doors to the living/dining room to let the bird out while the cats are in another part of the house. One day, the cat was still in the room. So we just watched carefully what they would do. Jake loves the cat!!! He was on the dining room table (with Aries on the chair) and started regurgitating to feed the cat. He will also bee-line to fly over and land on the cat's head or back and then start preening him. Aries can tolerate this for a bit, but eventually gets annoyed that Jake is on his head and will try to run away. This only leads to Jake flying after him determined to sit on him. While this is amusing, I feel bad for the cat who just wants to be left alone.
Jake has started screaming a lot! Especially when he's in his cage and Aries is in the same room. If I lock the cat out, and let Jake out of his cage, he will just fly around looking for the cat. We have french doors in the living room, so Jake can see Aries on the other side of the door and hovers around the door or on the floor trying to get to the other side. He will then refuse to step up, sit on my shoulder, go back into his cage etc. If I try to pick him up, he just bites my fingers or neck(if he does land on my shoulder). OUCH!
I'm debating whether or not to clip his wings. I think if he's a little more dependent on me, then maybe he'll calm down a bit and bite less? Any thoughts?

If clipping Jake will calm him down and help with the biting.. I will definately ensure there are no cats in the room before he is let out.

Food - He has never taken to fresh veggies or fruit .. Anytime I hold something out for him, he'll run and hide in a corner.. usually I'll place the item in his food dish (after a few attempts to get him to nibble it) and it always goes untouched. I tried to change him over to pellets (instead of the seed), but I don't think he really likes it all that much. I even put the seeds back to see if it that was the reason for his screaming.
He is about 2.5 years old.. I'm getting to the point where I don't want to let him out of the cage for fear of being bitten and am contemplating finding him a new loving family.
Does anyone have any suggestions?

If he isnt getting as much attention right now (because as you say your not wanting to get bitten) he's probably a bit bored. Sadly with all kinds of parrots, they will bite to be 'amused' especially if they arent 100% happy. If he's with you, theres a chance he is biting to get a reaction.
In our logic, biting = put in the cage and being ignored. For him, he will bite to get the attention, is then put in the cage, so starts screaming. When he gets attention again, he's wanting it and lets you know through being nippy. He gets the attention, but is then put in the cage. It's a bad cycle (not blaming you here either, i've got a CAG in at the moment who has done this with his previous owners, and got terrible with it) Its also a case of ignoring the biting. In some cases walking away for a few minutes then going back works, but if theyre doing it for amusement/attention it sadly isnt always effective, which i why you need to literally stick it out!
The main trick is to let him know biting doesnt hurt, and he gets no reaction. It's hard i know when it hurts, but you need to break the cycle. Its solveable so i wouldnt look for a new home for him just yet. My CAG spent 6 years being like this, and has now 90% stopped the behaviour in just under 3 weeks. I also think your boy is going through the terrible growing up stage they do get around that point.
