This is a very nice vid if you skip the first part with the writing of tame, interacting and cuddling budgies: YouTube - Zahm zu Zweit
It is excellent prove that the are even more likely to be tame, if they have the security of being together I promise, this is not an exception.
A vid of a budgie enjoying cuddling veeery much YouTube - Wellensittich will gestreichelt werden
Always bear in mind, that no bird is 100% sure to become tame - no matter if kept alone or with fellow birds.
If it is more likely when kept alone this is eighter because the bird doesn't concentrate as much when his fellows are around - a fact you can influence very well by choosing a moment when the others are not doing very interesting things, meaning not when they've just been let out AND they are likely to come to you in pairs/groups - or because they take you as "compensation bird" which will lead to many hours of real terror every time you're not directly with him!
