Parrots are still chained to stands to this day! Just not in America, Canada, Australia or Europe...
Those who use cages find it highly inappropriate to chain any parrot to a stand and restrict their movement.
Those who chain parrots to stands find it stupid to put a bird behind bars where you can't see them.
IMO, cages are better! (in regards to chain vs cage). However, if you know how to set up a room for birds, you could always design a cage-free room! Cage-free meaning that the bird(s) is free to roam the entire room without being restricted to any particular area.
However, when considering this, you need to keep in mind that parrots chew... and parrots will chew holes in the walls, will chew the trimming around the doors and windows and could, more or less, destroy the room.
