It is unfair to the parrot to do so, but birds are "commodities" to be bought and sold (as long as they are not illegal) in the eyes of the law. So no one can say another person cannot consider selling their parrot. Unfortunately there are many people who keep a sharp lookout for birds that are being sold at low prices so that they can resell them at higher prices. I've seen it happen a few times in our small town...
Before anyone considers "flipping" birds, though, they should keep in mind that these animals have long lives and often develop close relationships with their companions - whether they are of the human or feathered variety. As a result a bird that is "flipped" (or to put it more nicely "rehomed") can develop emotional problems that show up as behavioural problems: plucking, screaming, aggression, biting, and so on. They sometimes exhibit behaviours that closely mimic behaviours we would associate with the loss of a loved one - either through death or separation. So a "rehomed" bird ends up being rehomed again and again (usually because of these behaviours) until it finds its way into a rescue or a knowledgable person who can deal with the behavioural issues and reduce the emotional trauma.
This is the sad part of the parrot world - and not well dealt with or talked about IMO... And, if you speak to the people who run rescues, gives a really negative view of private parrot ownership. Most of the people that I've talked to that run rescues are not very positive about parrot owners simply because they see the worst end of the spectrum - the animals that have been abused or rehomed many times and all the associated behaviour and emotional issues that come with this treatment.
